Community Housing Resource Worker Program
The Community Housing Resource Worker Program is a Queensland Government program administered by the Department of Housing.
Recurrent funding is provided to community-based organisations in 10 regions throughout the State, to employ Community Housing Resource Workers to achieve the objectives of the program.
The program is one element of the Community Housing Resourcing Framework, which aims to strengthen community housing’s links to, and place within, the broader social housing system.
The Community Housing Resourcing Framework has four elements:
- The Community Housing Resource Worker Program;
- A Regional Community Housing Council in each of the 10 Community Housing Resource Worker Regions, to strengthen sub-regional and regional infrastructure. Community Housing Resource Workers provide secretariat services to the Regional Community Housing Councils;
- A state-wide infrastructure, including a state-wide Community Housing Planning Group, which meets twice each year to allow the community housing sector and the department to discuss and review strategies to achieve the goals of the Community Housing Plan; and
- Community Housing On Line, a web-based tool developed to enhance communication and information exchange, including online databases to assist in delivering programs.
Objectives
The main objectives of the program are to provide resourcing and support to help registered community housing providers, or organisations proposing to provide a housing service funded by the department, to achieve:
- a viable community housing service and system;
- high quality service provision; and
- integration and coordination of services.
Eligibility
The following types of organisations are eligible to be considered for funding to provide services under the program:
- not-for-profit incorporated organisations;
- local governments;
- Aboriginal or Island Councils.
The Community Housing Resource Worker Program has, however, reached its capacity and opportunities for new funds are limited.
Funding conditions
To receive funding or other assistance from the Department of Housing to provide a housing service, organisations must be:
- registered under the Housing Act 2003; and
- bound by the terms and conditions of the program specifications and the assistance agreement entered into with the Department of Housing.
The role of the Community Housing Resource Worker
Community Housing Resource Workers are responsible for:
- providing assistance and skills development to registered community housing providers to facilitate quality improvement processes and to meet accountability requirements;
- establishing and strengthening sub-regional and regional infrastructure, and facilitating strategic planning at the sub-regional and regional level through the Regional Community Housing Councils;
- implementing local and regional strategies arising from the Community Housing Plan, especially those related to viability and growth strategies and to tenant outcomes;
- identifying and promoting emerging community housing and support trends and issues;
- creating activities that contribute towards improved integration and coordination of services;
- building strategic partnerships and networking between community housing providers, the department and other agencies;
- enhancing communication and information exchange between all stakeholders across the State.
