Boarding House Program
The Boarding House Program provides capital funds for the purchase or construction and furnishing of properties for use as singles accommodation.
Properties are managed by not-for-profit organisations and managing organisations which use revenue from rent payments to cover costs associated with tenancy and property management.Objectives
The main objectives of the program are:
- to provide short, medium or long-term accommodation to people who are homeless or at risk of becoming homeless;
- to increase the availability of singles accommodation that is appropriately designed, affordable, secure, well-located and energy efficient;
- to provide a choice of accommodation types for tenants that are responsive to their needs; and
- to involve not-for-profit community organisations and/or local government in the management of boarding houses.
Target groups
Singles accommodation is targeted at low-income earners who are homeless or at risk of homelessness, with a special emphasis on single people who are socially marginalised seeking a safe, secure, affordable and flexible housing option. Accommodation is provided on a short, medium or long-term basis, with non-discriminatory access.
Eligibility
The following types of organisations are eligible to be considered for management of properties under the program:
- not-for-profit incorporated organisations;
- local governments;
- Aboriginal or Island Councils.
Managing organisations are appointed following a tendering process. Location of boarding houses is determined through a needs assessment process. Eligible organisations must demonstrate their capacity to provide the service.
Funding conditions
To receive funding or other assistance from the Department of Housing to provide a housing service, organisations must be:
- registered under the Housing Act 2003; and
- bound by the terms and conditions of the program specifications and the assistance agreement entered into with the Department of Housing.

- traditional bedrooms with shared facilities.
